Career Brief:
As Director of Community Development and Planning for the City of Monroe, Michigan, Benjamin Tallerico is responsible to the Council and Administration for facilitating community-wide planning and development activity through a work program which includes three major elements: Land Use, Community and Economic Development, and Housing and Historic Preservation.

Mr. Tallerico provides a wealth of experience in housing and development, having worked in the public, private and non-profit sectors. He has been an advisor on historic preservation and a consultant on community leadership. Service to the Profession includes Southeast Michigan Council of Governments Community and Economic Development Advisory Council, Urban Affairs Center Advisory Board of the University of Toledo, and Toledo Metropolitan Area Council of Governments Growth Strategies Council. Service to the Community includes Chair of the Frenchtown Township Compensation Commission, and past memberships on the Monroe County Housing Commission and River Raisin Watershed Council. In addition, he maintains membership in the American Institute of Certified Planners, Preservation Wayne, American Planning Association, and Michigan Society of Planning.

Mr. Tallerico has held positions in Detroit as the Director of Mexicantown.Hubbard.Communities and in Toledo OH., as the Executive Director of the Ottawa Community Development Corporation where he successfully developed market rate and low income housing. Previously, he worked for DTE Energy where he received the company's highest award, the 'Alex Dow', for his work in economic development. Presently he is completing his Ph.D. in Political Science from Wayne State University. Mr. Tallerico also teaches at the University of Toledo. He has combines practice with teaching throughout much of his career.

Primary Responsibilities and Job Summary:
City's Administration Officer, responsible for development and planning. Directs staff of the Community Development Department in planning, staff research, analysis and development of technical reports used in Economic Development, Planning, and redevelopment in the community. Major responsibility is the development, preparation and implementation of the economic development policy for the City of Monroe.

Essential Job Functions : Receive and prioritizes economic and community planning projects in cooperation with the City Manager, the City Council, Mayor, and the Planning Commission. Combines common interest projects as possible. Outlines broad study parameters, petinent considerations and time tables. Assigns projects to professional planners and delegates supportive tasks. Trains staff and monitors work performance providing assignments of increasing responsibility. Provides additional training and/or disciplinary action as circumstances warrant. Plans the preliminary budget of the department and defends such conclusions. Monitors final budget throughout the fiscal year for conformity to expenditure checkpoints. Examines studies in progress and personally performs more complex tasks of the Planner on large or multiphase projects. Recommends funding mechanisms for City projects and develops supportive data necessary for application. Incorporates available or potentially available funding mechanisms into plans calling for capital outlay. Speaks to community groups on a variety of development concerns and may assist in preliminary planning in areas such as urban renewal, ordinance modification and historic preservation. Regularly confers with units of local, state and federal government to develop mutual data, coordinate efforts and exchange ideas. Guides development and maintenance of land use and development regulations. Developers or delegates to staff, development of comprehensive plans for orderly development for industrial, commercial and neighborhood areas. Development and execution of projects designed to implement goals and tasks established in the City's comprehensive and subordinate plans. Serves as technical advisor to the Economic Development Review Committee; Local Development Finance Authority; Downtown Development Authority; Economic Development Revolving Loan Fund Committee; Brownfield Redevelopment Authority; interested citizens and City Management.

Major Achievements : Closing of Phase 3 and Phase 4 of Mason Run neo-traditional housing development (estimated cost homes $12,000,000, infrastructure $5,000,000). Completion of Brownfield # 14 ($2, 1000,000 investment, retaining 9 jobs and creating 6 new ones. Construction of final phase of Towns-on-Front condominium development ($5,000,000 development).

Primary Responsibilities : Duties include the management of employees, consultants, and a large number of volunteers and committees. Development of strategic plans and work tactics that support organizational development, safety and cleanliness, building design assistance, business investment assistance, promotional programming and economic restructuring in commercial district. Additional duties include overseeing construction/conversion of headquarters office building as well as other development projects. Project management of streetscape development of main commercial corridors. The monitoring of compliance with funding regulations. Identifying funding sources and preparing proposals to fund existing and new programs. Working with business and property owners to establish a business improvement district along with pursuing additional zoning and special district designations as deemed necessary. Creating public relations and marketing materials. Writing funding proposals. Assisting business and property owners with investments in area, and operating a business retention and recruitment program. Also responsible for establishing relationships with key City of Detroit Departments, City of Detroit Council members, area lenders, and other community based organizations working collaboratively on commercial revitalization programs and broader based economic development strategies.

Major Achievements : Successful implementation of Façade Guidelines for business district. Winning application to Small Business Administration to become CommunityExpress Provider for business community. Successful by-in and development of Design Standards for commercial storefronts. Completion of seating of full board and committees.

1998 - 2002 EXECUTIVE DIRECTOR - Ottawa Community Development Corporation Toledo, OH

Primary Responsibilities : Tasks included recruiting, hiring and supervising staff and consultants. Assisting neighborhood residents in the development of a neighborhood strategic plan. Identifying, researching, and recommending property purchases for rehabilitation or demolitions. Implementing economic enhancement strategy for main corridors. Marketing business districts within service area. Preparing feasibility evaluations and approving and recommending preliminary design and cost estimates to block clubs applying for governmental approvals. Monitoring compliance with HUD regulations. Preparing bid documents, conducting bid reviews, recommending general contractors and overseeing the preparation of contract agreements. Additional responsibilities included designing, implementing, and updating corporation's economic development strategy. Receiving and processing sales applications. Assisting private sector with financial loan packages, business plans, proforma statistics, and various incentives. Identifying new funding sources and preparing proposals to fund existing and new programs. Developing projects for fundraising. Providing technical assistance and support to existing local businesses and assisting in the relocation of new businesses in the service area. Developing, packaging and marketing real estate ventures pertaining to economic development activities.

Major Achievements
: Appointed to Mayor's Jack Ford's Transition Team 2001-2001. Selected to work with the City of Toledo on the Empowerment Zone/Renewal Communities application. Elected President of the Toledo Community Development Corporation Alliance. Wrote award winning Main Street Application for OCDC's main business district, Auburndale. Produced corporation's first fundraising event. Unity in the Community Celebration. Successful partnership with City, regional agencies, and other non-profits on redevelopment of OCDC's main thoroughfare, Monroe Street Corridor Coalition. Developed the first successful market rate housing project in CDC area since the 1940's, Macomber Meadows. Partnered in first winning application of a collaborative effort in Toledo between two CDC's on joint Low Income Housing Tax Credit project - awarded June 2000, ROAR Project. Awarded "National Make a Difference Day" two out of four years. Increased OCDC's CDBG 68% in the first 30 months. Increased overall revenue at OCDC by 90%. Reduced organizations expenses 15% first 12 months.

1987 - 1998 PROJECT LEAD, BUSINESS ANALYST, BUSINESS TECHNICIAN - DTE Energy Detroit, MI

Primary Responsibilities: Project Lead - Business Analyst duties and responsibilities include partnering of DTE's Energy's Graphical Interface System with various municipalities within the service area, using the synergy's to create a stronger system for both DTE Energy and outside concerns, and the fiscal management, forecasting, analysis, long-term planning, goal setting, project management and administration and development of Mobile Data Pilot Program for field service automation. Business Technician duties and responsibilities include presentation and data specialist for the EDI Interchange Prototype, and the project management, administration, and development of the Evaluated Receipts Settlements Project. Additional duties include technical assistance and support to senior staff, and the development and analysis of plant and department budgets totaling $65 million.

Major Achievements : Career advancement from APPO in training to APPO, Assistant Business Technician, Associate Business Technician, Business Technician, Business Analyst, and finally Project Lead of the GIS Partnering Project. Chosen to be part of many successfully implemented pilot programs. Successful by-in from stakeholders both inside the corporation and outside interests concerning partnering of GIS base map. Awarded Alex Dow for work with the Economic Development Department. Completion of Stationary Engineers License, City of Detroit.
